The name Kûyî Rehâ Higu̹ is derived from the Wood Elvish language, as Kûyî Rehâ Higu̹ was founded by Ceryl Uzeruh, who was culturaly Warrenese.
Climate
Kûyî Rehâ Higu̹ has a yearly average temperature of 12°C (53°F), with its average temperature during the summer being a pleasant 25°C (77°F) and its average temperature during the winter being a freezing -1°C (31°F). Kûyî Rehâ Higu̹ receives an average of 302 cm/y (118 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Kûyî Rehâ Higu̹ covers an area of nearly 272 km2 (108 mi2), and an average elevation of 4214 m (13825 ft) above sea level.
Overview
Kûyî Rehâ Higu̹ was founded durring the early 17th century in early winter of the year 1604, by Ceryl Uzeruh. The establishment of Kûyî Rehâ Higu̹ was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Ceryl Uzeruh struck deals with nearby nations and communities to establish Kûyî Rehâ Higu̹ as a prison colony.
Kûyî Rehâ Higu̹ was built using the conventions of Warrenese durring the early 17th century. Naturaly, all settlmentss have their own look to them, and Kûyî Rehâ Higu̹ is no diffrent. The city's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Kûyî Rehâ Higu̹ is buildings are arranged arround a single crampt split-log ties mainstreet with many smaller streets branching off of it which gives the city a over all rectangular shape, albit one warped and twisted by the nature of the curves of the main road. The city rests behind a set of well fortified walls, with gatehouses, watch towers, and battlments. Kûyî Rehâ Higu̹'s walls are, howeaver, fashioned from stone and timber. While unorthadox, the design looks to be functional to a reasonable degree. With luck, the untested design will remain untested for years to come. Kûyî Rehâ Higu̹'s unusual yet seemingly effective fortifications are in an unremarkable state. To some, this is the ideal sate for defences to be in. In need of absoutly nothing, and ready to serve the city as needed.
Kûyî Rehâ Higu̹ is a bustling hive of activity. Everyone moves at nothing short of a jog, each convocation is a mile a minute, and there’s dedicated lanes for riding through town in the center of each street. The locals all appear to be not merely occupied, but in a true hurry for everything from drinking a pint of ale to their daily work.
Civic Infrastructure
Kûyî Rehâ Higu̹ possesses a Aethary Link for its accademic, government, and financial institutions. Public Aethary access is available through one or more of these intitutions.
Kûyî Rehâ Higu̹ has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.
Kûyî Rehâ Higu̹ has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Kûyî Rehâ Higu̹. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Kûyî Rehâ Higu̹'s parks.
Kûyî Rehâ Higu̹ has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kûyî Rehâ Higu̹.

Kûyî Rehâ Higu̹ possesses an older civil lighting system consisting of street lamps. In spite of the Galvanic Grid, these lights continue to use their old fule sources to provide nighttime illumination to all city streets.
Kûyî Rehâ Higu̹ has a first rate hospital which caters to anyone in need of long term medical care.
Kûyî Rehâ Higu̹ has a library, which keeps a large collection of books, scrolls, and archives all manner of physical items. While not open to the public, the librarians and scholars employed by the library will assist anyone with their research needs, and wealthy individuals can purchase membership to access the library's materials themselves. In spite of being generally closed to the public, the library has a room with several Aether Linked devices available to the public during business hours.
Kûyî Rehâ Higu̹ has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Kûyî Rehâ Higu̹'s natural decorations nor waterways.
Kûyî Rehâ Higu̹ has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Kûyî Rehâ Higu̹ has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Kûyî Rehâ Higu̹ has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Kûyî Rehâ Higu̹ is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.
Cultural Notes
Kûyî Rehâ Higu̹'s locals are divided into several castes. They may be organized by social role, by imputed nobility of birth, by ethnic origins, or any other dividing principle, but they cannot imagine any other way of organizing themselves. A hierarchy of castes is not inevitable, but there will be social and legal limits applied to ensure that each caste remains fixed in its function. The outside world may or may not respect these distinctions when dealing with the locals.
Kûyî Rehâ Higu̹'s mayor's house was built using a different architectural style from the rest of the town. The style used is best known for its striking sculptural forms and often dazzling ornamental detail that characterizes the buildings general shape. The radiant colors, rich patterns, and symmetrical silhouettes employed by this style were backed up by rich decorative features including gardens, courtyards, extruded arches, domes, pointed domes, vaulted ceilings, elaborate painted and inlaid designs, and decorative sculptures.
In Kûyî Rehâ Higu̹ sometimes, near one of the seasonal solstices, the sun appears to split into three and it rains from a clear sky for several hours.
The Venomroach near Kûyî Rehâ Higu̹ are known to be more aggressive than normal.
Kûyî Rehâ Higu̹'s citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves drinking to channel Elven High Magic energies of tier 2 via proclamations.
